There is no way to promise that. Each agency sets its own size, face proportion and background rules, and some reject edited or self-taken photos (for example GOV.UK says a digital passport photo must not be altered by software). This tool cuts to the numbers you choose and lays out a print sheet, but it does not check acceptance. Open the receiving agency’s current requirements, and read the “last checked” date beside each size in the tool.
Thai photo shops usually mean 1 inch = 2.5 × 3.5 cm (some use 2.8 × 3.5 cm), 1.5 inch = 3 × 4 cm (some use 3.5 × 4.2 cm), 2 inch = 4 × 5.5 cm (some use 4.5 × 5.5 cm). Thai passport and Schengen/Japan/Korea visa photos use 3.5 × 4.5 cm, US visas 2 × 2 in (5 × 5 cm), and a 4 × 6 in (10.2 × 15.2 cm) print is a regular postcard photo. These are naming habits, not laws. If your form gives centimetres, follow the form, and use the Custom size field.

In the print dialog set the same paper size, choose “Actual size / 100%” and never “Fit to page”, then measure a printed photo with a ruler. The JPG is tagged 300 DPI, but some print shops resize files themselves, so tell them the size you need.
